Germany and France expand police AI powers without coherent regulatory concept – Verfassungsblog analysis

A Verfassungsblog analysis of police AI reform in Germany, France and Luxembourg finds that all three states are expanding AI-assisted policing powers piecemeal, without a coherent regulatory framework. Baden-Württemberg and North Rhine-Westphalia both amended their police laws in November 2025 to enable or extend use of Palantir Gotham. The authors argue EU AI Act guidance expected in February 2026 may limit but not resolve the fragmentation.
